Data Application Developer

Location : Hybrid Working (Offices in Edinburgh, Glasgow & Inverness).  

Type : Permanent role 

Salary : £42,853 to £48,982 per annum, plus competitive benefits.  

Hours : 36.25 hours

Overall purpose of the role

The Digital Services Team deliver and support all the digital systems and services for Audit Scotland’s business functions. Although a member of the Digital Services Team, you will be embedded full time in our Data Analytics Core Team. The Data Analytics Core Team help deliver the data-driven tools and resources that auditors use to question, explore, and communicate how public bodies are delivering their services across Scotland.

You will maintain, build and improve the growing suite of in-house data-driven web applications that we need to support world-class public audit. You will support our Digital Audit strategy, providing new insights into the financial health and performance of public bodies across Scotland.

How you can help us

As Data Application Developer you will use your expert knowledge in many ways:

Applied software engineering

• Delivering new data-driven applications, dashboards, and scripts, keeping future roll-out and maintainability in mind


• Maintaining and improving existing data-driven applications with new features, automated unit and end-to-end testing, and appropriate data interfaces


• Supporting our transition to cloud technologies by integrating cloud-native data tools into our approach, including orchestration/deployment tools and data stores


• Implementing modern software engineering techniques such as automated testing, continuous integration, and reproducible analytical pipelines to ensure that data analysis products are robust


• Be involved in all stages of the SDLC including requirements gathering, design, implementation, testing, training, and documentation.


• Apply security and development best practice principles to ensure outstanding levels of service and support for the business.

Building data products and solutions

• Taking ownership of the delivery and maintenance of data solutions and applications to fulfil audit needs, including both new and existing tools


• Working with colleagues across the organisation, to understand and develop our requirements.


• Working closely with colleagues to deliver finished solutions - including the Cloud Application Developer, Data Scientist, SQL Developer, Senior Data Analyst, and audit team members.

Building a data-literate organisation

• Supporting our Digital Audit strategy by building data-driven applications that fit our audit approach and recognised audit standards


• Assisting colleagues by delivering solutions that are easy to use, understandable, reproducible, and explainable.


• Use strong interpersonal skills to drive change and engender a culture of innovation, both within the development team and throughout the organisation.

 

• Deliver training and demonstrations of apps and data analysis tools to stakeholders as required.


• Assisting in the delivery of data skills training and development

Support

• Occasionally assisting the Digital Service Desk in resolving support issues that involve your applications, systems, and services.


• Assisting in business continuity exercises to ensure the high availability and recovery of our applications, systems, and services


• Planning for the future, including your own continuous development, inspiring others and helping Audit Scotland lead on being a world class organisation.

 

Specific knowledge and experience

You will be a software developer, engineer (or similar), with an interest in data science, a proactive approach to problem-solving, and a keen eye for detail.

You will have previous experience working in a software developer/engineer role (or similar) and will be able to demonstrate the following:

• Strong knowledge of relevant data analysis or software development languages and application frameworks (R / R Shiny, Python or similar)


• The ability to work seamlessly within a development team, using an Agile or Lean project methodology.


• Experience of designing, building, and testing complex or large-scale applications and data products.


• Knowledge of good software testing practices, including unit tests, continuous integration, and browser testing.


• Experience of data modelling, including interacting with relational and other databases.


• Ability to make sound technical decisions based on the task requirements and on consultations with appropriate stakeholders.


• The ability to effectively prioritise work load and allocate sufficient time to work across multiple projects.


• You will hold a degree in a computer science related field.
